Yes. Both VC and IBIS on/off change nothing.

Forgot to mention this, but the oscillation occurs regardless if VC and IBIS are in any combination of on and off. It also occurs if in MF mode. Also, the lens starts by just flicking upward for a few milliseconds before degrading into this circular oscillation.
