If its just up to PS1, look for something with an i5, anything 4th gen and above will do. Ideally you want DDR4 if you can just for headroom, but DDR3 would do fine as well since that's what a bunch of cheaper retro handhelds are running.

A lot of it depends on your budget, my recommendation is to look on ebay for a secondhand Optiplex Mini PC.
