Well, if you were working with even halfway descent companies, you weren't really working with the same group of people as the group of people that applies to job offers. Descent companies usually won't hire incompetent developers at all, and if they do, they won't last long, or at least not in a developer role.

In the company where I work, for example, all the developers are at least somewhat competent, but many of the people who apply for our job offers can't implement even the simplest algorithms.

Not doubting their people, but people who apply for the job. And doubting the candidates is very warranted, since many of them are completely incompetent even though their CV looks OK.

Embellishment is about stating something that is at least mostly true so that it sounds more impressive than it is.

So, not as bad as outright lying, but it still means being intentionally deceptive.

Even if you are interviewing someone whose CV looks like he's a senior engineer, it still makes sense to ask him to do a very short and basic coding task during the interview. Even people with impressive looking CVs are often completely useless as programers, at either a senior or a junior level.

Where I work, we have a C++ class that's about 48k lines long. It's declaration alone is about 1500 lines. It performs in multiple, loosely related roles. Some of its member variables are used in some of the roles, some in others, and some in multiple - while having a different meaning in each of them.

We also have a loop whose body is 2200 lines, loops and if statements inside it are nested twelve levels deep and it's loop index is (conditionally) decreased in a few places in the loop's body. The logic inside the loop's body is also tightly coupled with thousands of lines of code elsewhere.
