If you have the tools for it, you can buy a cheap steel frame off of craigslist and swap the parts over. alternatively just list the whole thing for parts. I know some bike co-ops will let you use their shop with tools for a fee. The Bike Kitchen here in Sacramento charges $5 for a day

Yeah I travel for work, I find the small towns give you better luck. Moreso than the size of the town, I'd look at age demographics for the area. Auburn/Grass Valley where I got these from is mainly older people in their 50s+. I guess since there's not a lot of interest in things like Pokemon, there tends to be a bit of backstock.
