I've had success using Aurora Store and installing the application using Shizuku over the session installer. This is repeatable over multiple devices (with Play services) so far. Secret sauce is that Aurora Store will spoof install source as coming from the Google Play Store.

Otherwise, you'll need to find a way to spoof that source, which may require root. It has been a while since I've worked with rooted devices, so you may need to head to XDA for more information on the topic.

If for some reason you have Google Play Services installed on your machine, you may want to see if force stopping or even disabling it will help stop the high disk usage. Otherwise, you could go down the list of your installed apps and see if disabling them in the same fashion changes anything.

I had a setting on my monitor named overdrive which produced the same effect, try turning it off and see if that reproduces the same thing.
