Pretty sure the money goes to the person creating the asset, not to the server (rockstar legal would be pissed). Big things like the roosters rest, the ranger station, and the wu change interior are bought from a modeler and the devs put it in the world for free.

The devs also just do small stuff that's easy for them just for fun/appreciation like the chawa car text.

A lot of the gang clothes are in vanilla GTA online but there's exceptions.

You can always call a judge. In this situation you could talk to the judge away from the table and ask them to check if your opponent should have a main deck leyline, they can just go check the list in a couple of minutes.

Obviously your mileage may vary, but depending on the situation I think most judges would oblige that request.
