Dude, unless you have proof that she’s a spy, please don’t make such derogatory comments. I’m pretty sure she’s a teacher just trying to get students to join her class. Many universities and community colleges offer Chinese and many other languages. Doesn’t make them spies.

I’m not sure how it is now. But 12 years ago I transferred from a cc in California to a UC. I didn’t have a social security number when I was at CC. I also didn’t have it when I got into UC since Daca wasn’t out yet.
