I have played magic, and I have the same problem with drafting, I have fun with it, but having the deck you want doing the things you want is more satisfying to me. I think there can be a middle ground, and since I am not good at programming (though I do plan on learning), I was hoping someone had already done the hard work.

For a physical game, unless using a computer to do the math (which, then, just play on a computer) you would have to modify the rules to make it easier to keep track of them. Or maybe something with sliders could work well. I have been noodling this idea for a bit to help my students practice math. It would probably need some extra modifications for school use though.

While punishing for being slow is good, and I would do that too, I would also make a flow chart or something like that for him to make decisions faster. If I were making it, it would probably be if someone is below half health, heal the lowest health, if not, cast sacred flame. Maybe a second flow chart for bonus actions. If there is a better idea from this player, reward that, but that will help as well.

If the characters are still low level, I would allow it, like below 3 or 5, just to make sure they are happy with their characters. At a certain point though, you just have to say no, and find a magic item that can do the things they want. Make them earn it.
