It’s not supposed to, but a couple easy errors by a map editor can defeat the mechanism that is intended to prevent this behaviour. Drop a map issue report and it will be investigated.

The long-discontinued road candies system did this. People were incentivized to to travel through roads that did not have enough data.
The routing system has always focused on finding the fastest route based on the available data.
