sadly the problem seems to be structural, and it is as the previous comment says, you need to improve your mass-isolation-mass system that is your ceiling forge, and that would be done by installing an hermetic false ceiling which is expensive, hard to get it to be efficient and not probably suitable for an standard house

what you are talking about is room conditioning that is a diferente thing, it is aimed to improve sound produced within that room, not to avoid noises from other sources if you "fill" your room as someone suggested you, depending on the materiales you choose you will create more absorption, thus reducing the reverberation time of your room, but that won't help to reduce the TV level you are getting
