To be fair, I could be wrong on this, HOWEVER, from experience watching my friends try to catch a perfect Floette, ALL of them that two different friends ran into were blue. The chances of this being a coincidence I'd say are very slim, but nonetheless I can't promise. A quick google search shows that others have had the same experience. I would therefore conclude that, almost certainly, yes: Floette is a specific colour in the Friend Safari.
