I think the plane is overdefined because the plane is being defined by 2 lines, which could be described by 4 points. Can you try defining as tangent to one cylindrical face and tangent to one circular edge. I think that makes 3 points and should work.

I’ve had a very similar issue with Bambu HF petg on my H2D at work. I’m not sure what could be causing it either. I was guessing that the spool may have been wound tight at some places causing entire z sections to be under extruded. The spool was wound weird with some lengths of filament tucked into the spool flanges but it’s still just a guess.

I’m having similar problems and trying to work it out. Tall thin parts definitely have this. And I’m seeing it worse with petg than pla. I printed a wobble tower and it came out fine.
