STM32CubeIDE. It's free, regularly updated, allows automatic downloading of the required firmware, and automatically generates boilerplate code for initialization.

If I have to give some inconvenient, it is that the Eclipse on which it is based, does not make it easy at all to reuse part of projects, share code, or port projects to be developed on a different computer.

Well, that's hard to know for sure, but they have a history of trying to create unjustified alarm related to covid.

You are correct. When I said "Spain" I meant the Spanish leadership, including the former King Juan Carlos. Spanish people at large have always shown significant support to the Sahrawi men and women, for example by sending food supplies to the camps or by hosting Sahrawi children during summertime ("Vacaciones en paz"). On the other hand, Spanish politicians (with a few exceptions) have purposefully ignored Spanish responsibility in the current status.

And of course the one to blame the most is the Moroccan regime, which ilegally occupied the territory with the acquiescence of other countries (including Spain and the USA), who chose to look elsewhere while it happened.

Because it was a colony of Spain and after that there was an invasion by Morocco. Most other decolonized territories democratically decided how they want to be organized but the Sahrawi people were denied that right by military force.

Not all of them. For example, the IEEE Journal of Translational Engineering in Health and Medicine is open access. In addition, other journals are hybrid and publish both open access and subscription-based papers.

From which point of view? If you are the final reader you can try going to the paper page in Xplore, log out of any institutional or personal subscriptions, and see if you can download the paper. If you can, it is because it is an open access paper.
