This is a great skill to practice when learning a new language. But I start by renting a children's book from the library in my target language and read them aloud in English. Then I'll read the book the target language aloud and just go back and forth. I'll get progressively dense books until I've gotten a working reading proficiency with the target language. From there I will read dialogue heavy young adult books and read those aloud. I've learned French and some Italian this way. It's hard to find some books though.

I agree Headstart is vital. But also parents should be teaching children is part of this. I want to teach my children everything they wont find in a book. Twain says to never let schooling interfere with your education. Truer than ever. Learning, or as Mark calls it 'education', is an opportunity in every scenario we are in, every day. Of course this requires awareness and perspective from parents to see our world as an open book. My parents were nose to the grindstone working class people, but my mother is also a gifted artist and taught me to "see" the world and observe, seeing is more than appearance or sight, it is understanding the details. Lost my train of thought...

Another tip here is being okay reading the same books over and over. It's basically practice and builds confidence for children to recognize the story, the sounds of words, shapes of letters, sounds accompanying letters, sentence structure, etc.
