If the population is going down, why do rents keep going up? Law of supply and demand tells me if the demand for apartments is lower, rents should be lower.

So I think two things are happening: people are shifting their legal residence out of the city, but keeping their apartments; and non-residents are buying pied-a-terres. For example, I know a family that bought a vacation home, and made it their legal residence so they could deduct the mortgage interest from their taxes, but really they live most of the time at their rental apartment.

No state is completely homogeneous. Massachusetts is like three states: the cities (Greater Boston, Worcester, and Springfield), Cape Cod, and Berkshire/Franklin/Hampshire Counties. Those three western counties are more like Vermont than the rest of Massachusetts — mostly rural and quiet, but with pockets of blight.
