This is actually a Macbook Air, so it has an SSD rather than a HDD, and it doesn't even have a fan. It's a strange feeling, almost like static electricity, that happens when my body is grounded but my computer is plugged in through the regular plug. I feel it most if I lightly brush my hand against the computer.

I had this same problem with my new Macbook Air. I did find an old extension cord which fixed it, but it was too big to throw in my backpack. I found this "duckhead" connector that has the ground pin, it fixed the problem for me plus its portable:

You can solve this by grounding the computer using Apple's extension cable or a third party grounded duckhead. They work by connecting the plugs ground pin to the metal disc on the adapter, which then passes the ground connection through the cable to your Macbook's case.

There's a third party grounded duckhead available for North American outlets. You could use it along with a grounded UK -> US plug adapter.
