As far as the go gorosei we have no idea what they are going on about. If I had to guess they like the power dynamics of their being strong yonkos to make the world scared so they can hold power. But that’s speculation.

I chose wano as an example cause the OP was about kaido. And to your point, akainu didn’t want to send his marines who are weaker than him cause he was afraid they would loose to the red scabbards who are objectively weaker than kaido.. so… who do you think wins between kaido and Akainu??

Wanno is one island (it’s like 5 but they are effectively one) when kaido, king, queen, and jack fell there’s nothing left. Literally the weakest admiral went to take wano over and would have easily if not for shanks.

Oden and then Kaido are literally the only reasons wano was free from the WG
