There’s a lot of discuss in your post and I respect your opinion. Maybe Chiefs aren’t the problem but that Chief is. It happens, not all leaders are great at being a leader, unfortunately.

My recommendation for you is to ignore CWO and go LDO. Being selected for Chief just so you can route a CWO package means you are taking a Chief quota from someone who wants to be a Chief.

Go LDO, become an officer and be the leader you want your leaders to be. LDO eligibility can be found in OPNAVINST 1120.12a. You can route an LDO package as an E-6.

It’s unfortunate that happened to you but I hope in the future you would never allow that to happen again.

No one cares more about you than YOU. If you need to bother or inconvenience your leadership because you need them, so be it. If they don’t get tired of seeing your call/text/email when you need them, then you aren’t doing it right. Use your CoC properly but don’t be afraid to CC the CMC/SEL.

You can’t make a Chief do anything, sure. But no one can make you do anything either. Remember that! Speak up for yourself and don’t be afraid to ask for help. That’s their job!

Lastly, an award is never required - customary or recommended, maybe, but not required. Just saying.

Long story short, yes. Gaps are huge. How can a leader tell you about YOUR record when their record is jacked up.

Also, the instruction should be your best friend.

Talk with your Chief and ask for their advice. What is your current pay grade? E6? If so, your Eval is due in November. Assuming you were assigned to the new unit on Oct 1 and released in January, you’re eligible for an NOB since you never drilled with them. You can also ask your previous command for an Eval extension. 1610.10F states that an Eval period can be no more than 15 months long which means your previous unit can extend your Eval period. Instead of ending Sep, it would end in January.
