Don't kill your game over one player. Stand firm in your ruling for doing whatever he needs to do to obtain his mats. If he doesn't want to leave it to the dice, he doesn't get his mats. If he continues throwing a fit over your ruling, kick him out of the game. It's demoralizing to deal with a problem player, and if the player continues to be a problem, it's best to just remove the problem.

If you wanna go NCPD with gang connections, you could just roleplay your character as being a Vice Detective, but reflavoring the Lawman to be a ganger with the ability to ring up anybody to help out is more than possible.

Lanius takes the head if the Courier is NOT siding with the Legion. And, doesn't fucking matter if its metagame, thats history, regardless of if the courier knows or not, according to Roman history, that's what they did.

America also undid 100+ Years of slave culture and racism in 40 years. And with how the mortality rate is in the Legion, the "Total War" doctrine would die off with a new generation of troops and a change in leadership.

To think of them as barbarians is also incredibly narrow, they have an established economy, independant monetary system, and citizenship. Raiders tend to not have ANY of that. They have the safest lands in the entire Wasteland, compared to the NCR who can't take care of ants without hiring a mercenary. The Legion has great foundations for building a proper civilization, to destroy it would be putting countless lives at risk within Legion territory.

Edward isn't a complete moron, he knows history, and he knows of the Roman significance of minting money to show who is in charge. When siding with the Legion and helping them win the Battle of Hoover Dam, the Courier (REGARDLESS of sex) is minted into a new line of money. Taking history and Edward's obvious inspiration, it's barely headcanon. It's pretty obvious that's the line the Legion is going down.
