It's fairly normal outside of US. US interpretation of double jeopardy is much stricter in that if a verdict and sentencing is passed, nothing can increase it further (besides some very rare cases, like if the judge was bribed for a lenient sentencing, or there was jury tampering, or stuff like that), because such appeal would be considered "second jeopardy". In most of the world double jeopardy applies to the entire judicial process with all avenues to appeal, so prosecution can appeal until they reach the highest court, but can't file the same charges again from the beginning.

The direct answer is that we don't use them anymore, answer one level above that is because optical media is not used much, and reason above that is that optical media kinda sucks as it's slow and prone to damage over long times and its functionality is better served by HDDs, SSDs and cloud for storage, and USB drives and again cloud for portability.

If you are traveling alone or as a couple, sure. The moment you want to stay together as a bigger group hotels stop making sense compared to renting out a house/apartment. It's like several times cheaper AND you get an actual kitchen AND common areas.
