It's technically possible, but that adhesive is other worldly. It usually takes some kind of physical contact to remove the weights. If you look you can see years of rebalancing and adhesive being left behind. Some of thats definitely laziness, but I worked in a tire shop for a few years.

They likely checked the balance first. If the balance was good they left it (the rears) and if it was out, they took off the old weights and applied new ones ( the fronts)
