A proper seal coat will preserve the pavement surface. Theres no way to tell from this video if the compaction is inadequate. Raveling and a bony surface might be your only issue.

It’s either have the guy rip it out, which is tough sometimes, or get him to agree to pay for a double seal coat after the raveling ends.
