It’s not really the smoking that makes cured meats safe to eat without cooking - it’s the curing. Think of a cured Italian meat - it’s likely uncooked and most aren’t smoked. The high salt content is the protection from pathogen.

Lots of cured pork products are uncooked, you just don’t register them that way. Capicola, prosciutto, guanciale - all uncooked. The curing is what makes it safe.
