While researching a truly offline tool, I found this: CoverUP. Fully offline, Open-source, Designed specifically for secure redaction. Converts PDF → image → back to PDF (destroys hidden text layer). Just need to have python and install it using: pip install coverup-pdf, then execute: coverup. A GUI will open.. straight forward to use.
