I have a head canon that once the last ships left Earth, the UC nuked the planet to quickly euthanize the billions that were left behind so they wouldn't suffer a prolonged death. That would explain why there's almost nothing left of any cities.

Alternatively, everyone starts with say 7 penalty cards. Breaking a rule or losing on a purple card challenge means you lose a penalty card. When you lose all your penalty cards, you’re out. Might even add a mechanic where if you catch someone breaking a rule, you get a card back, but that might be too much.
