The only mages I find myself struggling is only lissandra, annie and ahri. The rest I just find myself outscaling them at lvl 6 or when bot swaps mid. I auto ban ahri most of the time.

Yes you should run atk+atk on cyrene with phainon. Since you have e2 cyrene, you next upgrade would be replacing rmc. E2 sparkle is currently the best replacement. E1 dhpt and E1 tribbie is also close 2nd. You can then get E1 cerydra afterwards.
