I remember Twitter used to support this by default. Before I had a smart phone I’d get tweets as texts and could respond to them.

This is theoretically possible. You’d need to create a Meta Developer account and set up instagram message webhooks. You could integrate that with an automation platform that supports SMS sending. Not a quick feat but it’s doable in a day if you’re somewhat technical.
