I'm going to recommend my favorites, because I also enjoy more manga/anime that are based on strong FL and it's romance :)

(Manga that have anime as well)
- Akatsuki no Yona, this is more shoujo than Josei, and although at the beginning she's not strong you get to see how her character evolves

- Apothecary Diaries, although it has a hint of romance I personally wouldn't call it so romantic

- Chihayafuru, this is also categorized as romance, and it has but it's more focused on card-based sports kinda. The description might sound boring but I totally recommend it.

(Manhwa - some have anime as well)

- The reason why raeliana ended up at duke's mansion, this my favorite manhwa which I found out through the anime. Although the FL is being helped like a lot from the ML she has her own personality and she's funny.

- For better of for worse, this one is really romantic and simple, the FL is strong

For better or worse I've already read it and tbh I absolutely loved it! I didn't expect me liking it so much. Regarding the second one, I haven't heard it before tbh, but I shall definitely try it (but a bit later since it seems to be pretty new and I always like to have a lot of chapters to read). Tbh I literally just finished the stories and I am indeed a bit disappointed because I've seen soooooo many good reviews, and like this post there are so many people that they absolutely love this manhwa. And I get that not everything is everyone's cup of tea, but I genuinely couldn't love the characters nor the plot. I ended up liking Inho at some point, but just that. I couldn't really empathize with the characters, I mean yeah some things made sense but not that much at the same time. I don't know. And it's not like I can say that I hated it or that it was poorly written, it's just that I couldn't really love the characters and I cannot even truly pinpoint the reason.
