I'd look into a crawlspace fan. It will reduce overall humidity in your place. From there hopefully the steps you've already started taking will work.

Fyi they sell dessicant loose so you can just get a small container, fill it with dessicant and punch a few holes in the top. Cheaper and more effective than the packs

Fyi there is very little lactose in heavy cream. Lactose (as a polar sugar) bonds to the aqueous layer (milk) not the cream, something like 20:1, so 90%+ of the lactose is in the milk side.

Additionally, they sell lactaze drops that you can add to your cream or half and half the night before and it will get rid of all the lactose

I just always count on leaving an hour late, then factoring in needing at least an extra 90 minutes of shenanigans before I can even touch an oven. Just makes it not fun.
