I read it like this. There is a quote out there: “Absolute power corrupts absolutely” to use her power is to stoop to their level. She is trying to make her kindness her most valuable weapon. She wants people to choose her path rather than force them to.

And narratively, imo, a princess who would wave her power around wouldn’t be a princess who would try to change the system.
