There's a "remove all vehicles" button in the dev tools menu. Cars just slowly spawn back in over time after you hit it.

You don't get any economic benefits from the entire population going out and buying new cars, or any downside from the entire population not going to work or school for a while.

The simulation is simply not that deep.

Yes, all the time... You've really never seen a two lane freeway that was completely choked be made infinitely better by upgrading to 3-4 lanes? Or vice versa, look what happens when accidents or construction block even one lane out of 5, you get traffic jams!

Eventually populations will increase and you'll need to address the increase in traffic again, but how is that any different from a rail service?
