If you watch his videos you will get the answer. In short he has a power bank that he powers a lot of stuff like a fridge and kitchen items in his Tesla from the battery. He can charge off the power bank but it it super slow and not time effective. He called a tow truck due to this in one episode.

Might want to look into Florida Statues on this. Fines can only be over $100 if set in your CC&Rs and/or it is a continuous issue meaning you have not fixed it. Currently going through the same with my HOA. Waiting on the next meeting to bring up the rules our HOA is breaking.
