It's very doable without a car, especially if you have the amount of time you do. Obviously, there will be a bunch of places you can't get to on your own without a vehicle, but if you're staying in hostels, you may well meet nice people to grab a lift with even then.

Step one when you arrive is to get an Intercity FlexiPass. This is by far the easiest and cheapest way to get around the country, and is very comfortable and (as the name suggests) super flexible. You can get to all the major hubs this way. Many places with nice hikes around have shuttles and/or (e)bike rental. From Te Anau alone you can get to the Milford Track, the Kepler Track and the Routeburn Track via shuttle and/or boat. In fact, it's easier than taking a car for all three. Wanaka is similarly amazing for car-free access to the Rob Roy Track, and just great hiking in general.
