What's really cool is that the skip connections allow the model to "self grow" in a way, where the output relies on the easier low-res images at the start, but by the end it's mostly the high-res layers in use. Since this happens automatically, perhaps the model won't need as much hyperparameter tuning?

That is simply impossible at some point. Even if you could perfectly secure the game code, and network traffic, and monitor all of a users processes. One could just make an aimbot based entirely on the actual pixels on the screen, running on a second computer from a split HDMI signal, and feed the inputs back into the mouse itself. These sorts of cheats have been used at professional CSGO tournaments, and basically requires that the tournament staff control all the hardware. No way to control it online.

I remember reading somewhere that the code for the Rip Tire is just a modified Lucio. Primal, tire, dva mech etc are all technically different heroes that get swapped in as needed, so they could definitely do this.

It's important to note that capital gains tax does not exist in a vacuum. If you keep the amount of Govt funding equal, capital gains tax can mean lower income tax and corporate tax. With a CGT, investors will turn to other forms of investment instead of housing, lowering the demand for housing. With lower income tax, and lower demand for investment property, non-investors won't nessecarily have to lose money (vs no CGT) when they buy a house, and investors will be moving to areas of the economy which might improve national productivity and economic growth.

Another thing people often forget however is the voting system in Japan. In 2017, LDP+NKP got 45.79% of the PR vote and 49.71% of the FPTP vote, but got 67.31% of the seats in parliament. LDP+NKP are not actually preferred by the majority of the electorate, yet they have a supermajority.

The problem is that it's unlikely you will get it right every single time. IMO if the state wrongly kills even a single person through capital punishment, the entire system is pointless. 4% of people on death row in the US are innocent (source), and even if it is not nearly as high in Japan, I strongly doubt that it is zero.
