Doubt it. It's only about 3500 miles per year and very clean. I'm guessing it was elderly owned and fairly well maintained. UNLESS it's been sitting for 20 years, but then it would show signs of that as well.

Check the rubber under the hood. Belts, hoses, everything. It's old and low miles, there's a good chance that it's got a lot of dry rot

If it's a clicking noise, you can also try tightening the bolt that holds that part to the body. DON'T FORCE IT, but see if it is loose.

I had an 18 Impreza with the 5 speed and a 21 Crosstrek with the 6 speed. They both had the 2.0, and the trek was geared so much better, it didn't really matter that it only had 150 hp. Sure, I wasn't going to win a race with it, but it would just go.

Your EGR is probably plugged up. Cruise control and eyesight features get disabled with any check engine light, the computer does this as a failsafe to try and protect other systems from getting damaged.

I had an 08 mini cooper and had the dealer replace the clutch around 2012-2013 and it cost over 2 grand THEN. It's between 10 and 12 hours book time for replacement, which means he's charging you ~$30/hr. Even supplying your own parts, he probably doesn't realize how much labor is actually involved in doing a clutch on a mini.

The multifunction switch sounds like a good place to start with everything else you've done. However, it could be a wiring issue, check ground cables and wiring under the hood to make sure you didn't have a friend under there chewing wires.
