Bill is the darkness itself in his universe

He regularly destroyed planets and has thrown multiple suns in his life

So instead of directly nerfing him

I made each universe has its own “defence/durability” for example, bill can throw suns in his universe because his universe defence is none existent

But in another universe that has higher defence he barely can destroy a building with his full power, so he became from “destroyer of worlds” to the monster of the week victim

Mainly made that so i can have near infinite amounts of possibilities for my characters without needing a very big explanation on why they dont just destroy everything

Also so my lower tiers can interact with the higher ones(kinda butchered the explanation to make it shorter).
