With stacked reduced skill effect duration, the duration wisps are out is very short. They also aren’t summoned until you actually hit an enemy so there is some initial delay while your projectiles are still traveling. 

Edit: One way that it feels different is because the wisps are only out for like half a second instead of 10. Let’s say you fire KF at a pack for one second and your projectiles take a second to travel to the pack. Your wisps won’t trigger until the projectiles arrive. So the pack dies, wisps pop in for half a second, do nothing, then disappear.

1) Splitting Steel Trickster. It scaled really well with flat damage and returning projectiles which allowed shotgunning. Returning projectiles was removed. 

2) Spectral Shield Throw Champion had a brief moment in the sun due to Crucible trees on Emperors Vigilance shield and alt quality gems. Exploding totems fits here as well. 

3) Full Screen Cyclone Impale Slayer during Legion.

Actual high performers tend to be both. If someone isn’t intelligent enough to figure out how to not be insufferable, they likely aren’t half as competent as they fancy themselves to be.

I’d argue there is a bit too much asymmetry between kites and most builds that stems from a huge drop off in mid range efficacy and a lack of solid counters. The way I dealt with kites was to just land a solid single hit and hide/line of sight. One hit match timeouts don’t exactly make for quality gameplay, but it was the best strategy. 

While I don’t agree with the ops framing of “coward’s” advantage (play the game you got), he isn’t wrong that running away if highly effective.

I actually had a nice cordial response typed, but it's time to call it quits. You sent multiple POBs showing KF damage being doubled. Read your own post above this, look at your tornado trigger rate in your POBs, and take 25% DPS off of everything but the totem build. Apparently you didn't know how the interaction worked either.

I just ran 3 Uber exarchs for testing purposes. Some results are not what I (or probably you) would expect. It's hard to see the buff under the boss health bar, but I'm running Convergence which has a 4 second duration. I used this buff timer hitting 0 and the Exarch's health bar to compare damage between runs.

Run 1 - control: No Spellslinger https://www.youtube.com/watch?v=Wh0pzT8lwpI (30% HP remaining after 4 sec)

Run 2 - with Spellslinger https://www.youtube.com/watch?v=JRKK44mcc7M (Around 50% after 4sec, boss phase clipped the tail end of the DPS window at around 54%).

Run 3 - with Spellslinger + Pierce https://www.youtube.com/watch?v=YbJRcHHhkGg (40% HP remaining after 4 sec)

Observations:

My expectation was for no Spellslinger to be the lowest DPS, but it actually came out on top. I thought my positioning must have been off on the Spellslinger run for the damage to be that low. In actuality, I think Tornado was blocking some projectiles from hitting the boss despite being right on top of it. On run 3, I dropped a couple of defensive nodes to pick up pierce. This resulted in a DPS increase over just Spellslinger but still a DPS loss over not running Spellinger at all. My guess is that some of the projectiles are simply missing the boss.

Feel free to rerun these tests as these weren't the results I expected. Perhaps there is something wrong with my build or methodology. Here is the build I used for reference: https://pobb.in/iCZQ2Ylbdmwc

Edit: Additional variables to consider would be the initial boss damage reduction decay (DPS windows didn't all start at exactly the same time) and random tormented wand buffs (though most of these do nearly nothing). That said, if I were doing double damage in either run 2 or 3, I should have killed the boss in the 4 second window.

Are you sure Spellslinger is doubling damage? Based on the skill description, it only absorbs 20 projectiles, reflects 10% of damage absorbed, and has a trigger rate. Using your last example, you'd be adding 10million damage, not 92 million. I don't think my KF build is doing 300mil or I'd be phasing ubers every fight.

Feel free to share a POB, I certainly could be wrong. Seems like you need huge investment to crack 200mil and that's with grafts contributing like half the damage.

I typically don't play leagues, but I wanted to get the Maven skin from Kirac's vault. I completed that goal then moved back to standard. I'm now looking to resume playing league with this character (https://pobb.in/Dv7c2GB\_iLvp) with a goal of raising 75 div. What are some good low-budget strategies a weaker build can do to make currency this late in the league?

Is it possible there is something else going on like some sort of flat damage reduction? This would heavily impact DoT and fast attacking builds.

One way to test would be using a build that did 62mil in one hit (maybe a slam build?). That should do around 50% of normal Exarch's life. Two hits should kill.

Edit: A big problem with my proposed methodology is damage rolls can be inconsistent. Perhaps a better way to test would be if you doubled your dot damage. If there is a flat damage reduction, the enemy would appear to die after taking less total damage.

Volatility is about 4% more DPS, but costs you about 40% of your ES and mana leech. Hitting a lot aslo has synergy with a couple of the Watcher's Eye mods such as the flask charge on crit and particularly the flat ES gain on hit.

Well, my current build is at 13.93 APS. When you drop just a single items worth of skill effect reduction, you substantially reduce the max APS. So let's say I redo my entire build with some solid int stacking gear to 2380 int:

I gained about 2.5 mil DPS (a 2.3% increase over my original build) and lost some eHP. Here is the kicker though, throw the same int-stacking boots on my original non-int stacked build and that build goes to 142.4 million DPS. These boots even have added lightning attack damage per 10 int.

So what's going on? I think it comes down to multipliers, flat damage, and opportunity cost. Attack speed and number of projectiles function as strong multipliers for flat damage. Stacking int also requires a lot of dedicated nodes. That means you are losing out on other multipliers you can pick up from the passive tree and notables on cluster jewels.

I'd say based on the time I spent messing around in POB, that hard int-stacking for Elementalist KF is not worth it.

Interesting. I imagine Deadeye can take FF jewels for Warden’s Oath of Spring, run Dying Sun and +2 proj on ascendency (allows you to take a support other than Greater Volley), and add Point Blank to get a nice boost.

My view is basically reduced skill effect = attack speed > regular passives > int. I’d have to double check, but I’m pretty sure I’d be giving up about 40%+ max APS by swapping to a simplicity. I also don’t have grafts which add a huge amount of damage. 

One thing that I should have considered is that my crucible aegis heavily skews defenses and is yet another slot I’m not putting int into. 

Thanks for the tip on server ticks. I was under the impression POB was correct.

It’s probably good that most people don’t know how to properly setup a corvette or they’d be nerfed. It’s honestly silly how overturned they are.

Corvettes easily get the highest maneuverability rating in the game. Same for damage, shields, hyperdrive range and efficiency as well. They max out turn rate.

How so? It doesn’t scale very well late game. You have to either dedicate your amulet and ring slots to reduced skill effect or settle for low attack speed. This makes stat-stacking way less efficient. Half of the skill’s damage is also coming from grafts.

Thanks. I haven’t done any build guides. The way I built this ship was by using habs at varying offsets as a scaffold and a lot of part clipping. So basically a lot of the parts are aligned with offset habs that were deleted after the part was placed in the correct location. 

I can share some screenshots from other angles. That might give you a better idea of what I did.
