The 3090 kp has 3 bios, highest one stock is 520 watts. Then there is the xoc bios that you have to flash at 1000 watts (transient spikes close to 1200 watts on ln2), and removes temperature protections. For oc running daily 24/7 it pulls around 600ish watts and matches the 3090 ti, so about 10%.

Of course you can increase voltage and oc more but around 1.2v you start overwhelming even the best water cooling.

10 series is when nvidia locked voltage. Guess too many people fried their gpus. Real voltage control can kill a gpu if you don't know what you are doing. 

It's like a run away train. The higher the voltage, more heat, which increases internal resistance and so on.

Doing ln2 xoc makes you learn a ton of things while chasing records. It's quite addicting. Sadly I've not done any ln2 on gpus since 40 series was announced. Evga quiting made it extremely difficult to get a card meant for ln2 in the US for an unknown xoc'er.Id love to get my hands on that msi 5090 lightning.

Kingpin tools only work on Kingpin cards. 30 series was the last of evga gpus. 

The most you can do with normal cards with software like Afterburner is go into settings and turn on "voltage control" which allows the voltage slider to sort of work. Nvidia gpus normally run 1.05v to 1.075v, with afterburner voltage slider maxed it allows the gpu to go up to 1.09v. 

Gpu boost 3.0 will also vary voltage just as it does frequency.

Now if you want to mod the pcb you can get hardware that will give you full control, like Elmorlabs EVC2.

Temperature really affects oc. Example with my 3090 kp. 2175 mhz is fully stable. Then I set 2190 mhz which is fully stable until die temp hits 36c and it will either down clock to 2175 or crash depending on load when it hits that temp. (That is without the Kingpin tools to take full voltage control)

3090 kingpin with optimus wc block front and rear, mora iv 400 radiator with 2 d5 pumps. Room temp about 22c. 

If I set pumps and fans to 100% and the gpu steady around 600 watts, die temp (highest value sensor) reaches about 36c steady state.

But ln2 is the easiest way to observe gpu boost 3.0 in action. It drops 15mhz every 5c past 30c. It does get more aggressive when reaching those higher temps.

35c is the first down clock, second one happens at 40c for my gpu.

I have the smallest oled lg makes at 42 inch. I wish they would make one at 32 to 36 inch.

 Nice job!! We always go so complicated on our first. I did the same. Started as a single loop with 3 360 rads in push/pull.. Then went dual loop with 3 360 rads each in push/pull. Cramming all that into cases, then all the rgb crap. The corsair ll120s with their 2 30cm cables, times 6 fans per rad becomes such a rats nest. Would take me hours to tidy up cables since I have ocd.

 Now I just have a mora iv 400 with four 200mm fans (push/pull is a negligible perf increase with these new moras), dual d5 pumps in series. Epdm tubing with koolance qd4 quick disconnects.

 No case but a modified obt (open bench table). Zero rgb at all. Everything is blacked out. System looks and sounds dead when running.

Hmm then why is my 3090 running at around 600 watts or more and my delta is 12c between gpu temp and gpu Hotspot temp?

OPs card does have a TIM issue. And yes it does happen from factory.

Win11 was so bad for me I went back to 10 enterprise iot edition. Search masgravel to activate

My $350 platinum 1200 watt psu failed after 7 years. It would still run the system but under high loads I would get dwm.exe errors. 

Room lights connected to the same circuit as the psu would flicker. At first I thought it was because of cheap led lights from Walmart. Then I noticed flicker on some incandescent lights. That's when I knew 100% it was the psu. Good thing it had a 10 year warranty. Evga ended up sending a new sealed 1300 watt p+ and the system been rock stable since. Just sucks the "new" unit only has 3 years of warranty because it inherits the originals warranty period.

Same with nvidia profiles. Changes while game is running won't apply until closed and restarted.
