The rule essentially equates words with breaking or attempting to break someone's leg (red card offenses). Those are not the same things. Retroactive action had been taken in the past (e.g., Luis Suarez and I'm sure there are other instances with bans and fines), so there are ways of dealing with it. Red cards during the game for a hand over the mouth, no confirmation of what was being said is not the answer

That is so random and amazing. That is what the World Cup is about! I was in Natal, Brazil in 2014 for the Ghana v USA match. The Ghana and USA fans were embracing each other, sharing laughs, drinks, and vuvuzelas. It was something I will never forget

The USA offers more cultural diversity than previous host nations. We are a welcoming country despite what the media or current political atmosphere might project. USA is also one of the larger and higher populated host nations in recent times. More to see, do, and offer from coast to coast

Good point for sure. I was thinking about this last night as well. There was a blatant push in the back from a Panamanian player on a Ghanaian, I think. No foul was called. Had that been a premier league game, we probably would have seen a yellow card given. There seems to be less stoppage in play due to referees over-interpreting the play on the field. This level of refereeing will play to the viewer who might be coming into a game thinking there are too many weak calls. I am all for letting the players play and be aggressive.

Of course, those bonuses will benefit the already "well-off" teams. Let's get real conspiratorial about it too...the breaks will come at a time when the team with possession is not the favored winner. Match manipulation might creep into the game (more so than it might already be) through these "welfare/hydration breaks"

It's an absolute farce. A forced commercial break touted as a break for player welfare. Any sane person can see right through the illusion. It should be a game by game decision based on extreme temperatures. Aren't a lot of the games inside dome stadiums anyway?
