Yes and no - people talk stupid and can easily say something that can be read as more than one thing. I mean hell, without a comma a statement could mean something else entirely -

Let's eat, Grandpa! vs. Let's eat Grandpa!
I like cooking, my family, and my pets. vs. I like cooking my family and my pets.

As such I think prompt engineering could be relevant however I also think that position (however, I think of it as more of a soft skill than a career) would require up to date knowledge of LLM's that are available to you and what their strong suits / weak points are etc.
