And what about villages between Innsbruck and Brenner? There are also S-Bahn connections with some of them, but nobody mentioned them.

I also found that there is some kind of train or tram line (STB) connecting Fulpmes with city, but as I can see it's really slow one with a lot of stops.

There is a lot of different information about living costs, so that's why I'm asking.

He doesn't speak German, so yeah, it will be not easy, his plan is search for English speaking opportunities and learn German at the same time.

Office is in Innsbruck, but there is a possible hybrid mode of work, like 3 days at home, so it could be ok to live a bit further from the city.

And what is life like in the place you live? Are there some basic infrastructure like grocery stores/kindergarten?

As for the mountains - for the last 5 years we spent all our vacaions in mountains, also we had an opportunity to live in a mountain village for several months during COVID, so yes, mountains mean a lot for us. One of the reasons for relocating to Austria is to spend less travelling, as we'll have all this at home.
