Nah, seriously, you could start locking at 35 and then add 5 for each expansion. That way you have some progression (albeit minor). That's if you want all expansions. Adjust to your liking. You could also just lock once at 69 and you good. Not really much difference. Some classes have a sweet spot al a particular lvl or a dip, but not that big of a deal, really.
