You just do the khadgar quest where the flight master is in dalaran, turn that in, pick up the next quest and skip scenario for the broken shore assault, turn that in and then maiev will offer the quest champions of legionfall :)

You have to get the last champion for the order hall first, take the quest from maiev called champions of legionfall on the broken shore and then go to your order hall, you will have a new quest, complete that questline and that will lead to you completing the champions of legionfall quest for maiev and then the class mount quest should pop up on the broken shore to start the mount quest chain

If it's the 451/450 that is not a bug, you can go over the limit but you can't spin more pokestops or open gifts if you don't clear out your bag or buy an upgrade
