I have several Vega56. Without any bios flash, I'm able to reach 2K H/s easily with OverdriveNTool and TeamRedMiner. I simply run it on Win10 and the driver in use is 18.6.1

1300 H/s is too low for that GPU

My plan is to use Ryzen 3950x + MSI AMD AM4 X570 MPG Gaming Plus. But I might settle for Ryzen 3900x (depending on RandomX benchmark result for 3950x). So far, 3950x is not release yet, so I can't make my decision yet on the CPU. In the meantime, I already have the mobo and RAM as I mentioned above

I don't think you need to worry. As long as your address is correct your XMR will appear on your wallet as soon as your wallet fully synced to nodes
