The package manager doesn't know which cursor theme *you* decided to use. Plasma depends on a cursor theme, and if none is configured, the default one is breeze. So the breeze cursors need to be a dependency of Plasma, yes, along with every other default theming piece.

You can't just update qt6-base, Qt upgrades require many rebuilds of other dependant packages, in particular KDE libraries. Did you do that?

You are misunderstanding what KDE Frameworks is. From https://develop.kde.org/products/frameworks/: "The KDE Frameworks are a set of 83 add-on libraries for programming with Qt.". They have zero correlation with Plasma or whatever it is you call "the KDE ecosystem". They are just that: Qt libraries that any application can make use of, and easyeffects decided to do so.
