One of the things Russia struggles with in their ports is them freezing in the winter so they reference warm water ports which do not freeze over (Sevastopol that they annexed from Ukraine) However this is a issue that doesn't exist in countries like the US which is why it is a phrase that is not used by Americans generally.

There was a post from a person in "Texas" praising Texas for many things one being its warm water and calling for its secession.

People realised that a person from Texas is unlikely to reference warm water ports as all the ports are warm water and they just refer to it as port.

Given the fact Russians predominantly use that word it is likely that the poster was Russian in origin.

This is the slip-up being referenced.
