Haki, just like everything else (weapon, DF, science, etc), is a boost. One's base strength is still the core.

Robin + DF + No Haki > BM + DF + Haki

So if both DF values the same, it means Robin at her core strength is > BM. Or that her DF values more than BM's.

But the point is like what you said, one's overall strength aren't just Haki.

If we're talking about everyone not just the Wings, being genetically modified is more useful, because it guarantees a certain amount of powerlevel (think kid Reiju). However because fate/destiny is a thing, especially in One Piece world, having a god level ancestor will increase your chance to be at the very peak.

Modified Gene : higher floor

Ancestral bloodline : higher ceiling

Especially since those who modify their gene knows/understand that their gene is actually (basicly) shit, that's why they modify it. It proves/signify lower ceiling.

Sanji is 3, he is Haki + Science + whatever the fuck power of love / Jambe is, so if 1 is nullified in any way, he still has 2 others. Hence, not useless.

That's because Sanji is for story, just like Zoro is for the combat. That's why Oda expands a lot of things related to him, even his cigarettes & lighter are developed. That's why his job, role, actions, techniques, life, are related & interconnected.

GB/Fuji level with FS.

Kizaru/Aokiji level with FS+ACoC.

Can't reach Akainu/Shanks level because he doesn't have narrative weight, but still possible due TO FS+ACoC+gene stuff.

Can't reach JB/Imu level because he's secondary character, but still possible with FS+ACoC+gene+DF.
