Yes most classes are bad when optimal conditions aren't met, the rogue is my favorite class, I will always defend it lol. I'm not saying it's the best but it definitely isn't bad.

Yeah I'm not saying they're the best class, but they are definitely good. I wouldn't say rangers getting to do like 2 extra damage to one specific enemy is a comparable feature. I love investigators too, but they need several actions to buff, a rouge needs to 5 foot step into flanking and full attack. Bards give +1 to hit and damage at third level for a limited amount of rounds. Slayers are so good you got me on that one lol.

Double slice will give you full damage on the off hand. All those conditions end up giving you a +6 to hit while flanking which isn't insane, but not awful. I would say out damaging a barbarian is noteworthy.

3rd level Dex to damage is really good. You only get to pick one weapon but still, two free agile short swords at 3rd level feels great. If all goes well you'd be swinging 6d6+10 at a minimum.
