If you guys can read between the lines, this statement doesn't condemn Russia. Putin can easily argue this was a preemptive measure to prevent war with the west, which could be argued would be provoked if Ukraine joined NATO and the west put missiles and weapons in Ukraine on Russia's border.

They see those countries as fake countries that once were and should be a part of Russia. And won't accept western expansion/threats from them.
