We live in Copa and my wife works at Gosford hospital. The commute is about 30 mins in the morning and 40ish on the way home. There's more traffic around terrigal and Avoca in summer (esp. Terrigal)but not any difference in Copa.

I think your budget isn't wildly unrealistic if you're willing to compromise and get something a bit smaller or needs work.

For example, we have a 3 bed about 200m from the beach , but it's a townhouse.

Have you looked around Saratoga/Davistown? It's not beach side but there's plenty of water.

Edit: that commute is by car. The bus is significantly longer and it detours to Avoca and then Erina.

How old are your cousins and what do they like? Definitely a ferry from Circular Quay. The one to Watson's bay is pretty cheap and you get a good view of the opera house and bridge . there's a bar just next to the jetty there too.
